If you click ""New"" and upload an image, you can insert the image into the post, but click on the media icons and the ""Gallery"" tab doesn't show up. Goto ""Media->Library"" and that attachment will show as unattached to any post.

This happened on my 2.8 which was automatically updated from 2.7.1. Only Akismet and Easy Contact plugins are installed. I have only confirmed this on 1 WP2.8 installation, but I will try another tonight and report back.",defect (bug),closed,normal,,Media,2.8,critical,duplicate,,
