(Attributes panel includes Page parent, template, and order.) In my opinion, users with the capability to publish pages (or if that's too lenient, the capability to edit others' pages or something similar) should have the ability to create child pages; that is, to choose a parent page for the current page.

I installed the [http://wordpress.org/extend/plugins/capsman/ Capability Manager plugin] to try to add this ability to some users. It turns out even users with all capabilities related to Pages still cannot access this panel.
