This assumes that plugin author will write plugin first, and then send hosting request and upload finished plugin to svn.

When someone wants to reserve plugin name first and then develop it, it may not be published on Newest Plugins list at all, if development will take few days or more. 

Therefore I suggest to change order for Newest Plugins list - it should be sorted by date/time when plugin was uploaded to the svn for the first time.
