Empty all Trashes from Tools

A possible enhancement for 3.0 (too late for 2.9 now).

EITHER Add an Empty All Trashes button to the Tools page.

OR Add an Empty Trash button with checkboxes which would allow you to choose one or more Trash to empty.

I'm not necessarily saying I think we should do either of these; it's just a concept.
