WPMU does not create tables in the MYSQL db

Description

I followed installation instructions to a T but the procedure did not create any tables. I reset the .htaccess file and deleted the wp-config file and did a reinstall. Still no tables.

I have WP running in another directory using a different MySQL db. Not sure that would cause this problem. I don't suppose creating the tables manually would help????

use tools / network. see also #12457 in case you're using localhost. as well as #12459 and #12460.
