Description

Steps to reproduce:

  1. Log in as Contributor
  2. Add a new post
  3. Save as draft
  4. Note that the content is wrapped in <p> tags in the textarea.

This does not happen with other roles, even with JS disabled. This does not happen with Contributors unless JS is disabled.

Expected:

No paragraph tags are added.
