[UI] Sites head/footer list to comply UI list rules

Description
In Sites list (multi sites), list header/footer different from other lists (Posts, Users ...) :
Should be :
- same color as other lists
- same background color as other lists
- column names (links) underlined (that way you can see there is some possible action on it)
When link hovered,
- should not change color
- display a title 'sort by %s' (currently no title in link)

There is no background color.
The headlines shoudn't have the same color as the other lists because they are links.
I only agree with the title.

- Priority changed from normal to lowest

Background discrepancy does not appear to be a part of WP, this must be getting pulled in from a plugin or somwhere else. I agree with ocean90 on the rest - suggest close as wontfix.

- Resolution set to invalid
- Status changed from new to closed
Agreed looks fine to me.
