Cat/tag converter needs some changes in the repo

Description

It registers itself as wpcat2tag but then refers to itself throughout as wp-cat2tag. To fix, we can simply register it as wp-cat2tag, as it's been called. I'll have to update [14968].

Also, can we call it a "Converter" instead of a Converter Importer? :-)
