Description

In Admin Write Post admin page,
For multi-sites,
when loading images is disabled,
the box 'Featured image' should not be available.

The notice : "Warning! The current theme supports Featured Images. You must enable image uploads on the options page for it to work."
should only appear on Appearance admin page on theme activation or anytime you visit that page.

and notice link should be something like wp-admin/ms-options.php#load-image
and the corresponding anchor in ms-options.php

So -- hide Featured Image meta box if images aren't on? Seems sensible.

(In [15119]) Don't add the Featured Image meta box in MS if image uploads are disabled. fixes #13700
