Description
In Admin Write Post admin page,
For multi-sites,
when loading images is disabled,
the box 'Featured image' should not be available.
The notice : "Warning! The current theme supports Featured Images. You must enable image uploads on the options page for it to work."
should only appear on Appearance admin page on theme activation or anytime you visit that page.

So -- hide Featured Image meta box if images aren't on? Seems sensible.
