Custom menu Widget title not filtered

Description

In the new Custom Menu Widget, it seems that filters are not applied to the widget title before generating the widget output.

Some translation plugins are therefore not working on the widget title.

Patch applies the same filters that all of the other default widgets use.

I think this warrants consideration for 3.0.1
