Language element in wp-rss2.php is empty, making the feed invalid

While the language element is optional, when it does exist it helps to have a value. I noticed ticket number 862  http://trac.wordpress.org/ticket/862 talking about it, but it was marked as closed/fixed in version 1.5 in Feb 2005

This blog is using WordPress 1.5.1.2 (latest as of now), and the problem remains.

Please note that you do not have a version selector for 1.5.1.2

The only way this could be caused is if someone updates from an old version and does not run upgrade.php. You can fix the site by opening upgrade.php in yoru browser, as I just did.
