single quotes ' in permalinks are not removed during import from 2.9.2

in wordpress 3.0 single quotes in permalinks are removed.
but on import the permalink is not altered. and the single quote is still there thus causing the link to 404.

Closing as worksforme, I'm unsure as to how to reproduce this.
