I just checked with the comments_popup_link method and found out that it appends either '#respond' (if 0 comments) or '#comments' (if there are already comments) to the permalink. I think this serves as the anchor link for the comments' section (correct me if I am wrong).

Now, the reason I am requesting this is to provide developers some flexibility on changing the anchor links (e.g. disqus_thread, idc-container, etc) for post comments' section.
