Allow wp-admin and wp-include to be defined in config.php

Through the config file we need to add the ability of being able to define the folder name/location of the wp-admin and wp-include folders. I don't understand why this is not possible when you can do it for other folders such as the plugins folder.

This has come up a lot. We have no plans to do this currently.
