Description

Plugin update counts are off in Mulisite since we moved the network activation to the Network Admin. We don't filter out the counts for network activated plugins on the site dashboard.

As per nacin, we should move all plugin updates to the Network Admin when Multisite is active.

Ryan proposed this and it makes sense -- all updates should be in the network admin when running multisite.
