PHPMailer doesn't work for Development Version

Description

After 20 test installations on the development version, no emails are sent out, from comment postings and new user registrations. I think this is a bug. Remember, it's freshly downloaded from the website.

This is generally a server configuration issue. It works fine for me.

Really? What kind of server configuration, so that I can talk to my host specifically?

Generally, mail, sendmail, etc isn't configured. Windows in particular is a pain to properly set up.

One option is to go through SMTP. There's a plugin or two for that.
