Description
Jeremy Clarke mentioned this to me at WC NYC. It does make sense for us to utilize the description field for the widget areas as help/explanatory text, versus just re-hashing the title field. I think there are PHP comments in the theme that even do a better job currently.

Closing as wontfix, newer default themes have much better explanatory text for sidebar locations and widget areas.

So you say we shouldn't maintain Twenty Ten anymore? If newer default themes have better explanatory text why not using that text also in Twenty Ten?

We'll maintain it for important bug fixes and security issues. This is a minor enhancement in my opinion.

I think Twenty Ten should be updated for new core features (and has been, as recently as 3.4), and that enhancements — provided they do not come with compatibility concerns, including styling changes — should be considered.
We should borrow the improved language used in Twenty Eleven and add them here.

Not sure if this is what we're going for, but added is a patch with more descriptive widget text.
