Add new comment from post editor

In the post editor, there is a Discussion box with selectors for allowing comments/pings, and a Comments box that actually lists the comments on the post/page and allows moderation. A use case I come across occasionally is that someone wants to add a comment to their own post, but currently they have to go to the live site to do so. It would a good thing to add a little 'Add new comment' link at the top of the Comments box that would open the comment form (a la clicking Reply).

Refreshed 15527.2.diff and added the missing parts. Moved the "Add comment" button inside the postbox (it was on the postbox' "header").
