Description
Try adding a sub-category when editing or adding a new post. The sub-category will jump to the top of the category list, while the parent category will jump to the second place.
This happens when you use Press This as well.
I assume this also happens to custom hierarchical taxonomies.

Expected behavior until we can establish something better. #3130

This happens in 3.0.3 as well.
