Clean Up Admin Color CSS

Description

For this GCI task, we need to compile all the Admin color elements into colors-classic.dev.css and colors-fresh.dev.css (and the rtl's) and restructure/comment the css following the format of wp-admin.dev.css as a reference.

There are some colors that are not referenced in these files but are stuck in widgets and menu files. Once we have all the elements in the color.css files the admin will be able to be skinned a lot easier.

For Example: (the attached screenshot) the grey menu tab to add a menu is not referenced in the colors.css as well as the borders around that whole menu area.
