Don't install Akismet again when upgrading

When you upgrade wordpress automatically or via ftp, you will get akismet even when you deleted it before. the same ist for hello dolly.

Akismet might be a nice spam fighter but it is bad for privacy and more or less against German law because it transfers and stores data in the US. Secondly it is not free for most blogs. You have to pay 5$/month when you have at least one affiliate link. (see ​https://akismet.com/signup/ for more details)

So updating wordpress should not install akismet again, if the admin deleted akismet before.

A great and efficent tool for fighting spams is the Antispam Bee (​http://antispambee.com/)
