Description

Trying to perform an automatic upgrade on a WPMU 2.9.2 installation to 3.1 fails with

Download failed.: Could not open handle for fopen() to 
http://wordpress.org/wordpress-mu-3.1.zip

Additional Details

Similar issue happened with 3.0.1 , described in #14473

I added an mu package.

At some point we're going to block auto upgrades from MU.
