Nacin is building an API to add to .org that we can use to check browser versions.  The plan is to offer a different notice based on how insecure their browser is.  An IE6 or IE7 user would see something like:
  Your version of Internet Explorer is insecure.  WordPress recommends an update.

And someone using any other out of date browser should see something like:
