Description
In various admin screens, change test from options to settings.

- Type changed from defect (bug) to enhancement
Personal Options in Profile and Theme Options in Appearance aren't part of Settings currently, so chunks of the patch are good and consistent, but others less so. Will need to break it out to remove those bits.
Updated patch to latest version of trunk and excluded Profile and Theme Options language
