Trac is too liberal in sending out e-mail updates on issues

Description

Something relatively minor that's been bugging me for a long time: Commenting on a Trac issue or adding oneself to the CC list should not send an e-mail to that user, or at least not by default. Suppressing such e-mail for self-made changes is the default on other bug reporting systems (e.g. JIRA), and it would be great if we could make it the default for WP Trac as well.

I can look into this. In general I'd agree, except that I read Trac in my email, and usually just come here to comment. But such a change wouldn't affect me, as I'm on the wp-trac list.

+1 on not receiving notifications for your own actions.

I have a filter in Gmail that automatically deletes (almost) all of them, but that's not ideal.

Not having notifications for people just cc'ing would be nice too.

I don't get that. The purpose of cc-ing yourself is precisely to get notified of changes.

Oh, you mean when someone else cc-s themselves.
