17855	Allow plus '+' character when sanitizing mime type	cyberhobo	ryan	"The case that breaks for me is uploading KML with mime type `application/vnd.google-earth.kml+xml`, which was saved correctly in previous versions but is now saved as `application/vnd.google-earth.kmlxml`. My patch fixes that.
