Setting FS_METHOD to ssh implies, that wp-admin/includes/file/get_filesystem_method() returns 'ssh', and wp-admin/includes/file.php:WP_Filesystem() searches then for the file wp-admin/includes/class-wp-filesystem-ssh.php, but the file is called class-wp-filesystem-ssh2.php .

Setting FS_METHOD to ssh2 does work, but FTP and FTPS (SSL) are still available in the update-webpage.
