Label Most used taxonomies is impossible to customize on a new taxonomy

Description

The label in wp-admin/includes/meta-boxes.php doesn't allow to translate it in different languages when you create a new taxonomy. The attached patch resolve it adding the new label 'most_used'

Doesn't work at all, this breakes the tab on the default taxonomies (Categories)
