    11[http://core.trac.wordpress.org/attachment/ticket/18211/wptrac.css wptrac.css] contains all of the CSS changes for the regular CSS files and also some changes/additions to that pesky internal/inline stylesheet. It needs to come before all internal/external stylesheets but before the mobile one.
