Network admin screen tweaks

Description

When you're on a network admin screen, the network title links to the primary blog. They are not one and the same thing. The admin bar also links to the primary site and offers a search box for the primary site.

These should be removed so the separation between network admin and site admin is maintained (which 3.2 done a good job of improving).
