See ​http://wordpress.org/extend/plugins/edit-flow/changelog/ for instance. We last updated in July 2011, but the last updated date is 2011-1-27.

This happened to a plugin of mine a few days ago. As per previous suggestions on the hackers list I just made a trivial change to the readme file and committed it again and the date was updated.
