"My Sites" for Super Admins with no sites triggers wp_die()

If a Super Admin is not a user on any specific site, clicking on My Sites in the admin bar takes the SA to a WordPress error page ("You must be a member of at least one site to use this page.")

Patch moves message so that it is displayed inside the admin chrome so the SA can still access the menu without going back.

Don't die in my-sites.php if the user has no sites. Intead, display message within admin chrome. Props trepmal. fixes #18935
