Help Tab Content needed for Freedoms and About screens

These are the two screens, out of 60, that still have no specific help content. This looks especially awkward with the new help layout. Freedoms is more difficult because it's all text and links, while About This Version is new for 3.3 and still in progress.

Will put some ideas in the comments if anyone wants to go to town with this. These patches will need the new coding for tab(s) and sidebars.

For Freedoms:

These screens don't need help text, as there's nothing that can be done on them. Help tab should not show for these screens.
