General settings submenus do not fit into screen when menu is minimized

Description

Wordpress admin menu is closed and in General Settings I have there more than 18 submenus (2 on 2 lines). I cannot acces all submenus as they get out of screen. The maximum number that fit there is like 20 submenus. See the screenshot.

In 3.3 we use flyouts exclusively, so this is a slightly bigger issue, but the same one as #19323.
