Inline comment reply is not keyboard friendly

Description

When you tab out the comment fields in the admin when inline replying you end up in the Bulk Actions dropdown instead of on the reply button to submit the reply.

Also, when you edit a comment with 'Quick Edit' the tab index doesn't select the "Update Comment" button (Safari 5.1.2/Mac OS X).
