Comment tab order broken in WP 3.3

Description

The tab order on the comment listing page (edit-comments.php) used to allow clicking Reply, typing up a comment, then pressing TAB a single time, and Enter to post.

As of 3.3, this is no longer the case, in fact the Reply button (the one that sends the comment in) never gets focus at all anymore.
