"Responsive" styling for Add Media > Gallery

Description

In the Media modal's Gallery view, "Gallery Settings" can easily go way below the fold if there are many images. What if, if there is additional space available, we make the Media popup wider and let the Gallery Settings flow to the side?

Technically, a real patch for this would involve

  • trivial or no change to the media_upload.php PHP/HTML
  • responsive styling within the iframe
  • some JS thickbox trickery to allow for more fluid width for the modal.

(nb: "responsive" there is in scare quotes.)
