Old plugins show up in search results

Description
I thought that plugins which haven't been updated in two years no longer showed up in search results.
This doesn't seem to be the case:
http://wordpress.org/extend/plugins/search.php?q=extra+feed+links
The first result is the Extra Feed Links plugin, which hasn't been updated since 2009.

This is indeed because it was an exact match.
Talked with Otto42, we're going to allow exact matches to show out-of-date results. It makes sense to us.
That said, this plugin *was* updated 17 months ago. It is hidden because the updated data didn't properly refresh at the time.

That may be a consequence of exact string matches (the plugin gets bumped to the top manually). I can't find that plugin through other keywords.
