Only Superadmin in WP multisite can embed YouTube videos

Description
In multisite WP, Administrators are unable to embed (using iframe) YouTube videos into pages. After pasting the embed code into the HTML page, it is stripped upon saving.
However the SuperAdmin can do it without any problems.
Using WP 3.3.1 and Theme 2011 (but same problem with other themes)
No such problems with single user installations (Admins can embed but not Authors)
It seems as though in the multisite version the superadmin is treated like a single site administrator and a multisite administrator like a single site author.

Bear in mind that you can still use the auto-embed feature by simply pasting the YouTube video URL into a post (as long as it's enabled on Settings -> Media).

That is correct behavior. To disable it, install this plugin:
