Admin menu items with no children should not require two clicks on touch devices

Description

The 'Comments' admin menu doesn't have any children by default so it doesn't have a flyout menu. On touch devices, this menu requires two clicks (the first click displays the flyout menu for all other menu items).

No, it's present in 3.3 and maybe earlier versions.

Tested in iOS quickly - tapping once works when the menu is collapsed, but you do indeed have to tap/click twice when it's expanded.

Confirmed, the collapsed menu only needs one tap.
