21413	Add Customizer to Appearance submenu as first item	jane	markjaquith	"I suggest we add the customizer to the Appearance section as its own submenu, and make it first in the list (above Themes). It serves as a one-stop shop for the Appearance section anyway, the main thing that would be needed would be to add in some links in the customizer back to individual Appearance screens. 

For label we could go with Customize (should still use Live Preview on Themes screen for not-activated themes), or some other suggestion that's better. Wouldn't be too hard to do some testing to see what label gets the idea across the best.
