Description
After creating a multisite installation allow users to create their own network of blogs.

Yeap! this should be in the core I think. One plugin is paid and another is not updated for 2 years! Checking the other one...

Sounds like plugin material to me. Last time I checked, "Networks for WordPress" was working fine.
