Basically it's too big ;) It's a full sized button, where as the others are small.

I kicked .tablenav a.button-secondary around and I'm attaching a diff to show the minor padding/margin tweak that made it fit in better.

That's Akismet, right? We still need to make the standard button the shorter size, anyway, and definitely have some small alignment stuff to tackle with tablenav, so let's keep on with #21598 for now.
