Link Manager: cannot create a new category link via the Quick link in Links > Add New

Description

Steps to reproduce:

  1. Log in to a site with existing links, running the latest version of Trunk.
  2. Go to Links > Add New
  3. Try creating a new Link category via the "+ Add New category" link
    • The Link category is not created
    • A new "Add" button appears below your existing Link categories (see attached screenshot)

Broken in [21205], fixed in [21688], broken in trunk again with [21781].

Added this fix to the refreshed patch for the 3.4 branch on #21829.
