The already-fragile JS was broken in [14724]. This little piece of functionality(?) was causing #12673 and its absence has been noticed by a grand total of nobody. I only noticed because I was investigating the aforementioned ticket. I think we should just remove it.

+1 to remove. It was useful for sites with a ton of categories (made that section easier to scroll) but the quick edit row has grown taller over the years so scrolling in there seems fine.

In 23354:

Remove the long-broken and questionably useful [more]/[less] toggle for hierarchical taxonomies in Quick/Bulk Edit. Nobody seems to have noticed in the nearly 3 years it's been broken. fixes #23006
