Why was the option to globally disable/enable file uploading removed? I realize that you can turn it on any off per-user... but not with a default WP install (that is, you need a 3rd party plugin to do it!) Plus, some old plugins rely on that setting, so they won't work with a new WordPress 2.0 install as of right now.
