a good new feature is add the option to publish the post in RSS feeds or not

Probably best handled by a plugin since this would be used by few people.

I'll leave it open though and let others weigh in.

Generally, if you publish a post, you'll want it in your RSS.

If you want to turn off feeds, go to WP Admin → Options → Reading, and in the Syndication Feeds section, make the "Show the most recent posts" value 0 (zero).

Jeremy presents a good workaround, and I agree with Viper that this is plugin material.
