Description

Install > login > write > no rte.

User needs to switch it on themselves. Which of course they should not as it is the expected default.

Re-opening ticket. admin not setup to use RTE

Clean install
Admin has quick tags not RTE.

A new author, admin or other role will have RTE by default.

Did a scratch install and admin had RTE enabled. Resolving as fixed.
