Convert Categories to Tags Error

Description

If I want to selectively convert existing categories to Tags I obtain this error:
Warning: Invalid argument supplied for foreach() in /wp-admin/import/wp-cat2tag.php on line 109

Converting all categories is OK

With revision 5229 (without the ability to convert all categories) the convertion is fine.

ivosilvestro, tags are no longer in branch/2.2 .

I am closing this as INVALID for now, b/c tagging in 2.3 is likely to be significantly reworked.

Sorry, the version I'm testing is 2.3 not 2.2!
