Empty categories being shown in wp_list_categories

Description

As of the 2007-07-01 nightly build the wp_list_categories template tag lists empty categories even when the hide_empty parameter is explicitly set to true. Using the exclude parameter removes them from the list, but obviously that's not practical or ideal.
